Board Member Tony Roman proposed at the Sangguniang Panlalawigan the Mental Health Ordinance of Bataan. He said he decided to propose the ordinance as he found out the rising number of suicide cases among youths in the wakes he visited.
Roman pointed out RA 11036 or the “Mental Health Act” affirms the basic right of all Filipinos to mental health as well as the fundamental rights of people who require health services. The law directs local government units to review, formulate, and develop regulations and guidelines necessary to implement effective mental health care and wellness policy within their respective territorial jurisdictions.
He said the Department of Health reported at least 3.6 million Filipinos suffered from health issues during the Covid 19 pandemic. In the SP Committee of Health hearing of the proposed ordinance chaired by Board Member Jorge Estanislao on Wednesday, members agreed to hold another meeting to invite more health experts in the province regarding the provisions on creating a mental health division in provincial district hospitals; establishing community-based mental health care; and capacitating barangay frontline workers for mental health care.
